In 2005, the European Commission adopted an European Charter for Researchers and a Code of Conduct for the Recruitment of Researchers. These two documents, addressed to researchers as well as research employers and funders in both the public and private sectors, are key elements in the EU’s policy to boost researchers’ careers.

The European Charter for Researchers is a set of general principles and requirements which specifies the roles, responsibilities and entitlements of researchers as well as of employers and/or funders of researchers. The aim of the Charter is to ensure that the nature of the relationship between researchers and employers or funders is conducive to successful performance in generating, transferring, sharing and disseminating knowledge and technological development, and to the career development of researchers.

The Code of Conduct for the Recruitment of Researchers consists of a set of general principles and requirements that should be followed by employers and/or funders when appointing or recruiting researchers. These principles and requirements should ensure observance of values such as transparency of the recruitment process and equal treatment of all applicants, in particular with regard to the development of an attractive, open and sustainable European labour market for researchers, and are complementary to those outlined in the European Charter for Researchers.

In 2015 Poznan University of Physical Education has decided to implement the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers and thus participate in the European initiative aiming at making research an attractive career.


Timeline of implementation process of Human Resources Strategy for Researchers (HRS4R) in Poznan University of Physical Education:

September 2015 – The Declaration of endorsement of principles C&C was signed by Rector

December 2015 – The European Charter and Code for Researchers Implementation Working Group was instituted

March – April 2016 – The survey (based on principles the European Charter and Code for Researchers) has been conducted among University staff and doctoral students

April 2016 – September 2016 – The internal gap analysis and HR Strategy has been created

September 2016 – HR Strategy and Action Plan was sent to European Commission

March 2017 – the Consensus report form with experts` evaluation was received

August 2017 – revised HR Strategy and Action Plan was submitted to European Commission

On 28th of September 2017 – Poznan University of Physical Education was granted “HR Excellence in Research” award
